
What are Express Lanes?
To help make the existing transportation system work better, UDOT has implemented Express Lanes to utilize unused capacity in the carpool lane. Motorists can now purchase an Express Pass from UDOT that, with a toll, allow solo drivers to use the carpool lane.

Environmental Clearance
Two public hearings will be held in the fall of 2012. Public comments obtained through this project, along with responses to public comment, will be recorded in the environmental document. According to the National Environmental Policy Act (NEPA), any federal tranportation facility requires an environmental document to evaluate any possible impacts to environmental resources such as wetlands, property, cultural, noise, air, etc. Public involvement is included in the environemental clearence process.
Public Involvement Process
It is the ultimate goal of this project to provide an improved commute to the users of I-15. This is the first step to address the inconsistencies of the existing Express Lane facility. In order to keep the community informed, we have coordinated with representatives from each municipality within the project limits. Noise Study
As a part of the environmental document, a noise study will be performed.
UDOT only considers noise abatement when a roadway project increases the number of through traffic lanes or alters the horizontal or vertical alignment of an existing transportation facility, thereby potentially increasing nosie to neighboring areas. Such projects may include adding new traffic lanes to an existing roaway, such as this project, or constructing a brand new roadway.
For an area to qualify for a noise abatement measure, all the following conditions must be met:
- The roadway must be either an interstate or a limited-access highway. A limited-access highway has access restricted to designated points determined by UDOT.
- The cost of abatement must not exceed $30,000 per residence.
- A noise reduction of at least 8 decibels (dBA) must be achieved for at least 75% of front-row (adjacent) receivers.
- Those impacted are in favor of abatement as determined via a balloting process.
- The expected post-construction impact is 10 dBA more than the noise level prior to changes in the roadway configuration.
