Welcome to the Bluff Street Study Website

UDOT has completed an Environmental Assessment (EA) for improvements to Bluff Street from St. George Boulevard to Red Hills Parkway. The EA is now available for public review and comment.

The purpose of the Bluff Street; St. George Boulevard to Red Hills Parkway project is to accommodate future (2040) travel demand on Bluff Street mainline and at the St. George Boulevard and Sunset Boulevard intersections. The EA describes the purpose and need for the project, the alternatives evaluation process, and the transportation and environmental impacts associated with improvements to Bluff Street from St. George Boulevard to Red Hills Parkway in St. George.

Public Hearing/Comment Period

A public hearing to discuss the proposed project is scheduled for February 15, 2012, at the St. George City Council Chambers, 175 East 200 North St. George, Utah, from 4:00 to 6:00 pm. During the meeting you will have the opportunity to submit verbal and/or written comments. The official comment period for the EA is from February 1, 2012, to March 2, 2012. Details regarding how to submit a comment and locations where you can view a hard copy of the EA can be found on the Public Information page.

The Preliminary Build Alternative

The project team developed and evaluated various alternatives for improvements to Bluff Street mainline and the intersections of St. George Boulevard and Sunset Boulevard (described in Chapter 2 of the EA). Mainline and intersection alternatives that progressed through the initial tiers of screening were combined into the Build Alternative, which was then evaluated in greater detail for potential transportation and environmental impacts. The Build Alternative includes the following improvements:

Widening of Bluff Street to seven lanes from St. George Boulevard to 500 North (Bluff Street would continue to have five lanes from 500 North to Red Hills Parkway)
Continuous shoulder, sidewalk, and curb and gutter from St. George Boulevard to Red Hills Parkway
Median U‐turn intersection at St. George Boulevard

The EA Process – Next Steps

Following the 30-day comment period, the Federal Highway Administration (FHWA) will evaluate the EA to determine the overall level of impact. If FHWA determines that no significant impacts will occur as a result of the project, they will issue a Finding of No Significant Impact (FONSI). If they determine there will be significant impacts, they will elevate the level of study required to an Environmental Impact Statement (EIS). This decision is anticipated in spring of 2012.
