A vehicle that meets specified clean fuel and emission standards may be issued a C Decal and Permit by the Utah Department of Transportation.  The Clean Fuel Decal and Permit allow the vehicle to be operated by a single occupant in the Express Lanes (HOV – High Occupancy Vehicle Lanes).

C Decal Program Update, Effective May 14, 2013:

High Occupancy Vehicle Lane Admendments
H.B. 23 - 2013 General Session Utah State Legislature

• The Department of Transportation may not issue more than 6,000 clean fuel vehicle decals.
• The Department of Transportation may increase the 6,000 cap if operational management goals are maintained in the high occupancy vehicle lanes and if they comply with federal law or federal regulations.
• A vehicle is only eligible for a clean fuel vehicle permit and a clean fuel vehicle decal if the vehicle is registered in the state of Utah.
  

As of May 14, 2013:

• 4,761 C Decals have been issued.
• 1,239 C Decals are available to be issued.
