MAP-21 Implementation Program (Controlled NHS Route Expansion)

OUTDOOR ADVERTISING CONTROL PROGRAM

The Utah Department of Transportation (the Department) regulates off-premise outdoor advertising displays within predefined corridors along the National Highway System, Federal Aid Primary Roads, Interstates, and qualified Scenic Byways (outdoor advertising control corridors). The basis for this regulation is found within the Federal Highway Beautification Act and the State of Utah Outdoor Advertising Act.

MAP-21 EXPANSION

Recent changes in federal law have expanded Utah’s National Highway System (NHS) by adding approximately 600 additional lane miles to the highway system within the State of Utah. Because of this change, some routes not previously “controlled routes” under the Highway Beautification Act (HBA) are now “controlled routes.”

IMPLEMENTATION PROGRAM

A letter was mailed on February 14, 2014 to current permit holders on record to inform them of the potential impact to signs on routes that were not previously “controlled routes” may now be “controlled routes”. This correspondence is formal notification requesting sign owners to submit an application for any outdoor advertising signs they may own within any of these expanded segments of Utah’s National Highway System that do not have a current valid permit. Per Utah Code § 72-7-503 it is unlawful for any person to place any form of advertising on a controlled route without receiving a permit from the Department.

As a benefit to affected sign owners, existing off-premise signs along these expanded segments of Utah’s NHS will receive grandfather status as a legal non-conforming sign if the sign was previously constructed and does not meet current requirements of the Outdoor Advertising Act.

An abbreviated permit registration application is available below under downloads. Permit cost for each affected sign is $950. Upon receipt of payment and a completed permit application; the Department will issue the sign owner a new outdoor advertising permit valid through the 2012 to 2017 billing cycle.

Any outdoor advertising signs located within the identified NHS expansion areas, not self-reported through this permit registration process before August 15, 2014 may be deemed as illegal outdoor advertising via applicable state and federal laws.

MAP-21 Outdoor Advertising Permit Application
This application is required to be completed for all individual signs being added for up to nine (9) signs. If you have a need to add more than nine (9) individual signs see link immediately below.

MAP-21 Signs Spreadsheet
If the applicant is applying for ten (10) or more permits, complete one MAP-21 Outdoor Advertising Application (above) and this spreadsheet. Enter all the required data on a separate line per sign. Please complete the spreadsheet, supply the required documents listed in the application, remit payment per sign and sign the certification at the bottom of the application as part of the application package. The payment as noted within the application is $125 per sign.
