The Utah Department of Transportation (UDOT) is now issuing C Plate Permits.
Effective January 1, 2009 under new Administrative Rules, a permit issued by UDOT is needed for vehicle owners to obtain a Clean Fuel - Clean Air license plate (C Plate) from the Division of Motor Vehicles. Under Federal Law, certain eligible "clean fuel" vehicles with only one occupant may operate for free in the Express/HOV Lanes as long as carpoolers are not negatively affected. On a yearly basis UDOT will monitor and evaluate the impact of current C Plate vehicles using the Express/HOV Lanes to determine whether there is sufficient capacity to accommodate additional C Plate vehicles.
Now that UDOT has determined that the Express/HOV Lanes can accommodate additional C Plate vehicles without impacting carpool vehicles, C Plate Permits will be issued by UDOT to eligible applicants. If more applications are received than available permits, applicants will be selected on a random basis up to the number of permits that will be allowed.
