This project was a part the of I-15 milepost 0-16 Environmental Assessment (EA), and was the first priority project to receive funding. The EA showed that the interchange would have reached congestion failure by 2040. The Preferred Alternative in the EA recommended converting the diamond interchange to a Diverging Diamond Interchange (DDI) to accommodate the projected 2040 travel demand.
The project consisted of upgrading the I-15 Interchange at Exit 8 to a Diverging Diamond Interchange (DDI) and included a pedestrian facility. Project limits included I-15 & St. George Blvd. from 1000 East to River Road. It also included other improvements along St. George Blvd. and at the 1000 East and River Road intersections to enhance traffic flow and safety.
