S.R. 108 PROJECT BACKGROUND

In 2006, the Utah Department of Transportation (UDOT) and the Federal Highway Administration (FHWA) initiated an environmental study, called an Environmental Impact Statement (EIS), to examine how proposed improvements to the S.R. 108 corridor (also known as 2000 West in Davis County, and Midland Drive or 3500 West in Weber County) would impact the natural and human environments.

The EIS process included several opportunities for public comment, including public meetings, a project Web site with information and a response section, and a number of on-site meetings with individuals. In December 2007, FHWA and UDOT held a public hearing to review the Draft EIS. In September 2008, FHWA released the final EIS for comment.

On October 28, 2008, FHWA issued a Record of Decision identifying the selected alternative as the five-lane section, which included two lanes in each direction with a center turn lane or raised median in some areas.

Funding was not yet available to build the five-lane section; however, in order to provide some immediate benefits to the corridor, UDOT planned to use available funds to widen or re-stripe the roadway where needed to provide a three-lane section (one lane in each direction and a center turn lane) for the entire S.R. 108 corridor.
