S.R. 108 ENVIRONMENTAL STUDY
PROJECT HISTORY: ENVIRONMENTAL IMPACT STATEMENT (EIS) & RECORD OF DECISION (ROD)

In 2006, the Utah Department of Transportation and the Federal Highway Administration (FHWA) initiated an environmental study, called an Environmental Impact Statement (EIS), to examine how proposed improvements to the S.R. 108 corridor would impact the natural and human environments. S.R. 108 is also known as 2000 West in Davis County, and Midland Drive or 3500 West in Weber County.

In October 2008, the Federal Highway Administration (FHWA) issued a Record of Decision identifying the selected alternative as the five-lane section, which included two lanes in each direction with a center turn lane or raised median in some areas.

Funding is not yet available to build the five-lane section. When funding eventually becomes available, UDOT will purchase right-of-way for the five-lane preferred alternative identified in the Final Environmental Impact Statement. Right now, UDOT is uncertain when this might occur.

SELECTED ALTERNATIVE


The "Minimize 4(f) Impacts Alignment" is the selected alternative in the Environmental Impact Statement because it has the least impact to 4(f) properties. Section 4(f) of the Department of Transportation Act of 1966 requires special consideration of properties eligible for listing on the National Register of Historic Places. The alignment would widen S.R. 108 to each side at various locations to avoid 4(f) properties along the corridor.

In October 2008, the Federal Highway Administration issued a Record of Decision approving this alternative as a long-term transportation solution.

    It is uncertain when S.R. 108 will be widened to five lanes. This remains dependent on future available funding. Because we don't know when funding would be available for the construction of a five-lane project, we don't know when money would be available to purchase right-of-way.
