Overview:
In March of 2005, a Concept Report was completed for Telegraph Street, between
500 West and 300 East in Washington City. This Concept Report accomplished the
following:

Defined and validated the project Purpose and Need
· Identified key environmental and community issued that need to be considered
as the project is developed
· Assessed existing conditions along the project corridor
· Conducted a Preliminary Environmental Review
· Proposed and studied three design concepts
· Developed cost estimates for those design concepts
· Identified and recommended the level of environmental documentation that this
project will require
· Developed a draft public involvement plan to be used in the development of
this project
As
a result, a comprehensive EA is being undertaken to look at the broader issues
associated with transportation needs in the study area. The goal of this EA is
to develop a purpose and need for the project, alternatives that support the
purpose and need, and to select an alternative that will best meet the purpose
and need. The NEPA process will be directed through a public involvement
process to develop consensus with the stakeholders involved.
