Project Status:
JANUARY 2010 UPDATE –
The project design is continuing forward with planned
construction beginning in late fall of 2010. The
environmental documentation process has been expanded to
include a public hearing planned for March 2010. The project design
schedule has been extended to include the hearing and
expanded environmental documentation as a result of adding
the 10th West/US-91 acceleration lane. This
environmental document will be available on the website
prior to the planned hearing.
Once the environmental document is finalized, UDOT will
continue
Right-of-Way acquisition processes. Currently we anticipate UDOT Acquisitions Staff to
continue contacting affected
property owners in April/May 2010. Initial appraisals have
been completed and will be presented as the Right-of-Way
process resumes.
Based upon the
additional time for environmental documentation the overall schedule
will now be extended to begin construction in late fall 2010
and be completed in early 2012.
August
2009:
Since restarting the design and environmental process in
March 2009, ideas for an updated concept design have been
discussed in meetings with the City of Logan, the
Transportation Advisory Committee and the Local Government
Committee.
In response to property owner and City of Logan requests,
informational meetings have been held for property owners on
the west side of 10th West between 600 South and 200 South
to discuss their possible interest in UDOT acquisition of
their properties to accommodate a wider cross section that
would provide wider buffers and sidewalks, aesthetic
enhancements and fully meet UDOT design standards. Concept
plans for the ultimate section width within the commercial
and undeveloped sections of the corridor (outside the
residential area) have not been modified since presented at
the last public meeting in October 2008.
New
Direction for a Wider Design in the
Residential Area:
In response to
public input, and to fully meet UDOT design standards, UDOT
directed the design team to develop conceptual designs and
alignment alternatives for a wider cross section through the
residential area, as compared to the 97 foot wide cross
section width that was previously discussed. This
wider section is being considered to provide for a standard
width shoulder as well as an expanded buffer/park
strip/sidewalk area.
Meetings have been held with property owners on both sides
of 10th West through the residential area to
discuss this wider alternative including gathering input on
the cross section(s) and various alignment locations.
Proposed Design:
Based upon the input
and strong consensus support from the residential area, technical assessment by the
Technical Advisory Committee, and Design Working group, a
proposed design is now available for comment. The
Proposed Design focuses on meeting project purpose
and need elements while also considering the context of the
project area area and responding to input from neighborhood
residents and the City of Logan. The purpose of the project is to bring the SR-252
(10th West) corridor up to state design standards. To meet
this purpose the project needs are as follows:

Capacity upgrades
2.
Safety improvements
3.
Roadway infrastructure upgrades
The Proposed Design consists of the following general
elements:
1.
Plans for a 5 lane roadway with UDOT standard cross
sections (capacity improvements)
2.
Right Turn lanes at most intersections (capacity and
safety upgrades)
3.
Sidewalks throughout developed areas of the corridor
including a continuous sidewalk through these areas
(safety)
4.
Retain the existing signal at 600 South (safety)
5. New traffic signals where they are warranted
at 1000 North and 1400 North (capacity/safety)
6.
Consistency with the UDOT/Logan City Corridor Agreement
(safety/infrastructure upgrades)
7.
Expanded buffer, sidewalk and landscaping treatments in the
residential area (safety and infrastructure upgrades)
8.
Utilize the UDOT Standard 124 foot section with frontage
road (west side) between 600 South and 200 South
(capacity/safety)

March 2009:
This project was
recently resumed after a project suspension from November
2008 until March 2009. (See attached
newsletter #5 for resumption information and
newsletter #6 for a review of the proposed design
concept).
Through a jurisdictional transfer, the Utah Department of
Transportation (UDOT) has acquired ownership of 10th West,
also known as State Route 252, and plans to design and build
needed improvements along the corridor in keeping with the
project Purpose and Need Statement.
The project limits include 10th West from the intersection
at US-89/US-91 on the south, to 2500 North. The project also
includes the segment of 2500 North from 10th West to US-91
(Main Street).
UDOT has contracted with Civil Science, Inc. to design
roadway improvements. The design team will complete
the roadway design based on sound engineering principles and
public input from State, County, City, local businesses,
area residents and the general public through a structured
public involvement program. Key public involvement activities include site
visits and update meetings with property owners, local
government workshops and formation of a transportation
advisory committee (TAC) to provide ongoing technical input
and ensure local issues are addressed. See additional

Issues already identified that will be addressed as
part of the design process include safety for motorists and
pedestrians, corridor speed, congestion, property access,
storm water system operation, pavement condition, railroad
crossing, Logan River bridge crossing and wetland
conditions. Additional issues and input from the public
through the public involvement program will also be
incorporated into the design discussion.
Potential improvements to address outstanding issues
and future needs could include additional lane capacity,
pedestrian facility improvements, intersection improvements,
curb and gutter, stormwater system upgrades, Logan River
bridge widening and other elements as needed to address the
functional and public needs for the roadway. UDOT and the project team
encourage your participation in the process to help ensure
the final design and improvements consider your concerns and
input. |
