Phase I Project Update: JAN 2012

 

General Status:The majority of work on Phase I of the 10th West project (US 89/91 to 200 North) has been completed as outlined in the Project Status list below. While some workers will continue to work on completing "punch list" items within the corridor over the next several weeks, all intersection and paving work is complete and all lanes are open to traffic.

 

Upcoming Work:In the coming weeks workers will, as weather allows, complete the installation of new signs throughout the construction zone. Crews will also complete remaining roadway striping and other pavement painting, and complete landscaping improvements as weather permits. Motorists are encouraged to be watchful for workers engaged in these activities adjacent to, or within the new lanes of travel and to approach such work with caution.

 

Speed Limit and Speed Study:During the environmental phase, the project team stated that that they were not proposing a change in the speed limit. However, it was also conveyed during the environmental study and design phase of the project that UDOT had agreed to conduct a traffic speed study after road construction was complete in order to determine an appropriate speed limit for the new roadway configuration. It is understandable how this information could have been interpreted to mean that the speed limit would not change, and the project team apologizes for any confusion. The objective of the speed study is to determine the speed limit that safely meets motorist expectations, while providing safety for pedestrians and adjacent property owners. Until the speed study is completed and new signs are installed to reflect the results of the study, motorists are expected to continue to obey the temporary posted speed limits.

Traffic Control: Traffic movement, including access to businesses and residences is intended to be maintained at all times, with shifts from east to west as needed to accommodate paving. Temporary closures and detours may occur.

Travel During Construction: UDOT encourages continued patronage of local businesses on 10th West and 2500 North during construction. However, if your destination is not on 10th West or 2500 North, please use alternate routes.

Project Status Update: JUNE 2011

 

Beginning Sunday, June 19, 2011 and continuing for approximately 60 days, access to and from 10th West/SR 252 between 600 South and 400 North will be limited to local access only. This closure to thru-traffic is to allow Logan City to replace a failing sewer line that was recently discovered and was not part of the original project. Project Status Update: MAY 2011

Construction Begins

Project Description: The project follows the recently completed environmental document to improve
the safety and capacity of 10th West/SR 252 and 2500 North and bring the route up to state standards. On
10th West, work will include widening the roadway to five lanes from US 91 to 300 North (including
the Logan River Bridge) and a new west-side frontage road between 600 South and 200 South.
Traffic signals and turn lanes will also be installed at 10th North and 14th North. On 2500 North
work will include widening to five lanes from 600 West to Main St., plus two left turns onto Main
St. As part of the project, the contractor will also close the north side of the 1100 West/US 91
intersection, as discussed during the environmental process. UDOT has selected Staker Parson
Company as the general contractor. For background on the entire project, see the completed

General Project Schedule and Approach: Construction work on the project is planned to begin on approximately February 28th and conclude with substantial completion by the end of Winter. The approach to the project is organized into five general activities; 1) utilities relocation and upgrades, 2) Logan River Bridge widening, 3) roadway excavation, 4) paving and 5) landscaping and cleanup. Many of the activities will occur simultaneously.

  • Daily Work Schedule: The contractor plans to work six days per week, (Monday through Saturday) from approximately 7 a.m. to 7 p.m. Exceptions may include occasional night work for utility connections (as allowed by the City of Logan) or if needed to respond to weather or significant project conditions.

  • Traffic Control: Traffic movement, including access to businesses and residences on 10th West and 2500 North is intended to be maintained at all times, with minor exceptions for closures as needed for utility work and to allow paving to cure. Intermittent detours may also occur.

  • Use of 10th West and 2500 North during Construction: UDOT encourages continued patronage of local businesses on 10th West and 2500 North during construction. However, if your destination is not on 10th West or 2500 North, the contractor encourages travelers to use alternate routes. Please drive slowly through construction areas.

  • Property / Business Owner Coordination: The public involvement team will provide information to affected property and business owners through several actions.

  • Direct mailings direct mailings such as invitations to meetings, project updates and newsletters will be sent to affected property and business owners as needed during the project.   • “Neighborhood” meetings meetings for property and business owners in specific areas affected by the project. Invitation to meetings will be sent via direct mailings.

  • Community Review Board: A local committee, consisting of affected and interested residents and business owners, representatives from Logan City, Cache County, Logan School District, and other key stakeholders, will be formed to provide input to the contractor and UDOT during the project. Members of the committee will also serve as liaisons to others regarding the project. The committee will meet with the project team once per month during construction.
