Clean Vehicle Program Eligibility Changes and New Passes
As of September 30, 2019, hybrid vehicles are no longer eligible for the Clean Vehicle Program. New passes (green) were released in December 2019. The older passes (blue) are no longer valid and should be removed from the vehicle.
UDOT provides Clean Vehicle Permits, which allows solo drivers in low emission and energy-efficient vehicles to use the Express Lanes for free. In the past, gasoline-powered hybrid vehicles were eligible for Clean Vehicle Permits. However, due to changes at the federal level, free use of the Express Lanes for gasoline-powered hybrid vehicles expired on September 29, 2019. Plug-in hybrids, electric vehicles, and alternative-fuel vehicles will continue to be eligible for Clean Vehicle Permits through September 29, 2025.
